  Description

Planning and Performance Management

  • Develop and execute the department long-term strategic plan in alignment with the corporate strategies.
  • Develop annual business plans for the section/projects to ensure the achievement of financial and strategic objectives.
  • Report to the CTO on the progress of activities against the annual business plans, opportunities, challenges and issues faced, mitigations taken, etc. as required, to make an informed decision.
  • Manage and continuously monitor the performance of the section/projects to ensure performance deviations are identified in a timely manner, and required resources and actions are implemented to meet performance targets.

People Management

  • Manage the activities of IT project stakeholders and project team as appropriate to ensure that all work is carried out in an efficient manner, in line with the operational and project requirements, and annual business plans, and policies and procedures.
  • Manage the effective achievement of the IT project’s objectives by setting individual targets, recruiting and developing staff, and conducting and reviewing performance appraisals for direct reports in order to maximize performance.

Budget Planning

  • Prepare and recommend the department's budget in alignment to the respective annual business plan.
  • Monitor the department's financial performance against the budget to ensure alignment with set budget guidelines, identify areas of unsatisfactory performance, and recommend performance improvement opportunities.

IT Program and Project Management

  • Manage the IT project portfolio by reviewing and conducting feasibility studies to evaluate the commercial viability, the strategic fit and ROI of project proposals within the annual business plans.
  • Lead and manage the IT project team in the planning, organizing, managing and controlling of the various stages in the project life cycle in order to ensure that the cycle is completed, meeting agreed project parameters (cost budget, timelines, scope and quality), standards and objectives.
  • Analyze end user requirements, in liaison with business and concerned IT teams, in order to define appropriate solutions in the form of proposed new projects.
  • Assist the business in developing projects / initiatives, including defining project objective, conducting cost benefit analysis, determining operational feasibility and estimating project timeline in order to facilitate the development of a comprehensive business case.
  • Perform structured analysis on vendor proposals for the supply of new system solutions in close coordination with the CTO and concerned parties in order to ensure selection of fit-for-purpose solutions.
  • Guide the development of detailed implementation plans (e.g. resourcing, capacity, scheduling, key deliverables, milestones, cost estimates, etc.) to ensure achievement of project objectives in accord with business requirements and user satisfaction.
  • Consolidate all IT project budgets, both business-initiated and IT-initiated projects, and submit them to CTO for approval.
  • Manage the coordination between business and IT in case of complaints and take appropriate action including escalation, for timely resolution.
  • Conduct post implementation reviews in order to ensure that the delivery is in accordance with the business expectations.

IT Project Monitoring and Control

  • Monitor and report on project progress and budgets to the CTO as per the agreed timelines and reporting formats.
  • Oversee the work of external service providers on an ongoing basis and throughout the life cycle of the projects in order to ensure that the organization optimize external support.
  • Ensure thorough monitoring and control of the project’s quality in order to comply with the company's quality standards and stakeholders’ needs.

Information Security

  • Minimize the company's information security risk exposure during the performance of duties according to the company’s policies and procedures and ISMS “roles, responsibilities, and authority matrix”

Change Management

  • Manage the identification and implementation of change initiatives on systems, processes and practices and proactively participating in required changes taking into account ‘international leading practice’, and changes in the business environment.

Policies, System, Processes and Procedures

  • Manage the development and implementation of departmental policies, systems, processes and procedures, and continuously identify and recommend improvements to ensure compliance with the company’s standards and regulatory requirements, align to business requirements, and increase operational effectiveness.
  • Ensure that departmental/project reports are prepared in a comprehensive, accurate and timely manner, and meet business and departmental requirements and standards.
  • Present regular and ad-hoc management reports on new opportunities, highlight critical issues and challenges, and provide strategic insight to ensure effective decision-making. 

  Requirements

  • Bachelor’s degree in Computer Engineering or Computer Science or related major from a reputable university.
  • 10 years of relevant experience preferably in service providers and/or healthcare industry.
  • Project management certification (Prince II, PMP, etc.) is a must.
  • Good understanding of core operations and of the IT requirements.
  • Strong inter-personal skills and an ability to connect with people at all levels to drive successful.
  • Ability to interact with internal and external stakeholders in a multi-cultural environment.
